Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2025 shall provide coverage for vaccine administration fees, regardless of the type of provider that administers the vaccine, without imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement. Provides that the coverage does not apply to the extent such coverage would disqualify a high-deductible health plan from eligibility for a health savings account under the Internal Revenue Code of 1986. Senate Committee Amendment No. 1 Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill. Further amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2026 shall provide coverage for vaccinations for COVID-19, influenza, and respiratory syncytial virus, including the administration of the vaccine by a pharmacist or health care provider authorized to administer such a vaccine, without imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement, if (i) the vaccine is authorized or licensed by the United States Food and Drug Administration and (ii) the vaccine is ordered and administered according to the Advisory Committee on Immunization Practices standard immunization schedule. Provides that the coverage does not apply to the extent that the coverage would disqualify a high-deductible health plan from eligibility for a health savings account.
