Amends various Acts to make changes concerning references to noncitizen individuals and non-domestic entities. Effective immediately. Senate Committee Amendment No. 1 Adds reference to: 430 ILCS 65/1.1 from Ch. 38, par. 83-1.1 Defines "noncitizen" for purposes of the Firearm Owners Identification Card Act. Makes conforming changes. Senate Floor Amendment No. 2 Provides that it is the intent of the General Assembly in enacting the amendatory Act to make only nonsubstantive changes that remove the dehumanizing term "alien" from all Illinois statutory provisions. Provides that no change made by the amendatory Act shall be interpreted as to make any substantive change to existing law, including, but not limited to, eligibility for federal programs or benefits that are available to a person who meets the definition of "alien" under State or federal law.
