Amends the Park Commissioners Land Sale Act. Provides that the Rockford Park District may sell all or part of the property containing the former Elliot Golf Course or other property adjacent thereto if: (1) the board of commissioners of the Rockford Park District authorizes the sale and determines by majority vote that the property is no longer necessary, appropriate, or required for the use of, or for the best interests of, the Rockford Park District; and (2) the property or portion of the property is sold for fair market value. Provides that the sale may be performed in a single transaction or multiple independent transactions and to one or more buyers. Repeals the provisions on January 1, 2025. Effective immediately. Senate Committee Amendment No. 1 Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Changes the requirements for Rockford Park District to sell all or part of the property containing the former Elliot Golf Course or other property adjacent thereto to the following: (1) the board of commissioners of the Rockford Park District authorizes the sale by a vote of 80% or more of all commissioners in office at the time of the vote; and (2) the sale price equals or exceeds the average of 3 independent appraisals commissioned by the Rockford Park District. Provides that the Public Works Department of the City of Rockford has the right to review development plans prepared for the affected properties. Effective immediately.
