Epa-Ccr Surface Impoundments

Abstract

Amends the Environmental Protection Act. Provides that rules by the Pollution Control Board must specify that an owner of operator of a CCR surface impoundment shall certify to the Agency that all contractors, subcontractors, and installers utilized to construct, install, modify, or close a CCR surface impoundment in accordance with a permit issued under the Act are participants in specified training programs. Effective immediately. House Floor Amendment No. 1 Replaces everything after the enacting clause. Amends the Environmental Protection Act. Provides that no person shall construct, install, modify, or close a CCR surface impoundment in accordance with a permit issued under the Act without certifying to the Environmental Protection Agency that all contractors, subcontractors, and installers utilized to construct, install, modify, or close a CCR surface impoundment are participants in specified training programs. Provides that nothing in the amendatory provisions shall be construed to require providers of construction-related professional services to participate in a training program approved by and registered with the United States Department of Labor's Employment and Training Administration. Defines "construction-related professional services". Effective immediately.
