Amends the Illinois Emergency Management Agency Act. Expands the definition of "disaster" to include a cyber attack. House Floor Amendment No. 1 Adds reference to: 20 ILCS 3305/7 from Ch. 127, par. 1057 Replaces everything after the enacting clause. Amends the Illinois Emergency Management Agency Act. Provides that "disaster" includes cyber incidents. Defines "cyber incident". Requires the Governor to, to the greatest extent practicable, delegate or assign authority to the Director of the Illinois Emergency Management Agency to manage, coordinate, and direct all resources by orders issued at the time of a disaster. Effective immediately.
