Amends the Illinois Procurement Code. Provides that each chief procurement officer shall submit an annual report to the Governor and the General Assembly by April 15, 2020, and by every April 15 thereafter, on all procurement goals and actual spending for contracts with a total value of more than $20,000,000 for female-owned, minority-owned, and veteran-owned enterprises in the previous calendar year. Senate Committee Amendment No. 1 Deletes reference to: 30 ILCS 500/55-25 new Adds reference to: 30 ILCS 500/1-5 Replaces everything after the enacting clause. Amends the Illinois Procurement Code. Makes a technical change in a Section concerning State policy.
