Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning conditions for basic maintenance grants of aid to the aged, blind, or disabled. House Floor Amendment No. 1 Deletes reference to: 305 ILCS 5/3-2 Adds reference to: 325 ILCS 20/3a Replaces everything after the enacting clause. Amends the Early Intervention Services System Act. In a provision requiring the Department of Human Services to adopt rules to expand the list of Medical Conditions Resulting in High Probability of Developmental Delay to include lead poisoning, provides that the Department shall adopt such rules no later than July 1, 2020 (rather than no later than December 2, 2019). Effective immediately.
