NARCOTIC, SUBSTANCES – Proposes an amendment to the state constitution to provide that only the Legislature shall have power and authority to legalize the growing, producing, manufacturing, transporting, selling, delivering, dispensing, administering, prescribing, distributing, possessing, or using of marijuana, narcotics, or other psychoactive substances.
