Amends sources of funding for and imposes a limit on moneys retained in the victim information and notification system special fund. Appropriates moneys into and out of the automated victim information and notification system special fund. Declares that the appropriations exceed the state general fund expenditure ceiling for fiscal year 2024-2025.
