Persons Convicted of Felonies; lose their right to vote only if they are sentenced to incarceration; provide -CA

Abstract

A RESOLUTION proposing an amendment to the Constitution so as to provide that persons convicted of felonies shall lose their right to vote only if they are sentenced to incarceration and only while serving any such sentence of incarceration; to provide for related matters; to provide for the submission of this amendment for ratification or rejection; and for other purposes.
