Immigration; Revises provisions related to immigration including voting by noncitizens, valid identification, driver licenses, offenses committed by unauthorized aliens, unauthorized alien defendants, enforcement of federal immigration laws, immigration detainers, suspension from office, transport of unauthorized aliens, and fee waivers. APPROPRIATION: $298,830,552
