Abstract

Licensing and Regulating Locksmith Services Businesses; Requires licensure of locksmith services businesses by DACS; requires fingerprinting & background screening for criminal history record checks of license applicants & certain persons ; authorizes licensure through endorsement & reciprocity agreements; provides for denial, suspension, revocation, or refusal to renew licenses; requires locksmith services business to maintain liability insurance; establishes qualifications & training requirements for locksmiths, automotive-only locksmiths, & apprentice locksmiths; requires locksmith services businesses to keep certain records & issue photo ID cards to locksmiths & apprentices; requires display of photo ID cards & licenses & display license numbers & business names in all advertising; authorizes review of records by law enforcement & DACS; prohibits persons from obtaining, owning, & possessing locksmith tools; preempts to state regulation of locksmith services, locksmiths, & locksmith services businesses; prohibits issuance or renewal of local business tax receipts to locksmith services businesses; creates Advisory Council within DACS.
