Compensation for Wrongfully Incarcerated Persons; Revises requirements for filing petition seeking compensation; provides that deceased person's heirs, successors, or assigns do not have standing to file such petition; revises requirements for eligibility for compensation, awarding compensation, & continuing appropriations.
