Certificates of Use; Prohibits local governmental entities from adopting or maintaining in effect any ordinance which requires certificate of use before execution of purchase or lease agreement; provides requirements for adoption or maintenance in effect of any ordinance which requires certificate of use; provides for termination & expiration of such ordinances within specified period; prohibits such ordinances from being extended or renewed.
