Implementation of the Constitutional Prohibition Against Lobbying by a Former Justice or Judge; Provides definitions for purpose of implementing s. 13(b), Art. V of State Constitution; provides penalties for violation of constitutional prohibition against lobbying by former justice or judge; provides for collection of such penalties.
