First Responder's Employment-related Accidents and Injuries; Revises definition of "first responder" to include 911 public safety telecommunicators for purposes of eligibility for workers' compensation benefits for first responders; requires employing agency to provide educational training annually; requires such training be provided by certain mental health practitioners.
