Onsite Sewage Treatment and Disposal System Inspections; Directs DEP to administer onsite sewage treatment & disposal system inspection program, adopt rules in consultation with OSTDS technical advisory committee, & submit report to Governor & Legislature; requires owners of systems to have periodic inspections & pay specified costs; provides program requirements & exemptions; requires advisory committee to determine criteria for advanced nutrient removal systems; authorizes local governments to create grant programs; prohibits partial inspection & omission of inspection portions.
