Abstract

Death Penalty; Deleting provisions relating to the death penalty for capital felonies; deleting provisions relating to the effect of a declaration by a court of last resort that the death penalty in a capital felony is unconstitutional; deleting provisions relating to representation in death penalty cases; repealing provisions relating to capital collateral representation, constitutionally deficient representation, and postconviction capital collateral proceedings, etc.
