Abstract

Death Penalty; Deleting provisions providing for the death penalty for capital felonies; repealing provisions relating to capital collateral representation and constitutionally deficient representation, respectively; deleting a public records exemption relating to capital collateral proceedings; deleting provisions relating to the effect of a declaration by a court of last resort that the death penalty in a capital felony is unconstitutional, etc.
