Abstract

Clean Energy; Authorizes public customers to use specified mechanisms to generate electricity using renewable energy generating systems; requires third party sellers to comply with certain safety and disclosure requirements; authorizes public customer to aggregate its electricity consumption for net metering; requires utilities to adopt programs offering renewable energy tariffs for non-residential customers; requires utilities to supply all or part of non-residential customers' electricity needs with renewable energy; authorizes non-residential customers to aggregate electricity requirements; specifies that sales of certain electricity are not retail sales.
