Criminal Proceedings; Specifies speedy trial periods for persons accused as perpetrators of acts of mass violence; provides for extension of time periods; requests Supreme Court adopt rules; requires clerk of Florida Supreme Court to provide specified notice to Governor concerning persons sentenced to death for incident of mass violence; revises requirements for issuance of death warrants for persons convicted as perpetrators of acts of mass violence; requires Supreme Court make certain reports.
