Colorado second chance scholarship program - appropriation. The act creates the Colorado second chance scholarship program (scholarship program) in the department of higher education for youth previously committed to the division of youth services in the department of human services. The act requires the executive director of the commission on higher education to appoint a program coordinator to counsel and support scholarship recipients. The act also creates an advisory board to establish the scholarship criteria and select scholarship recipients.
