(1) Existing law requires the State Department of Education, on or before March 1, 2025, to provide a report to the Superintendent of Public Instruction, the Governor, and the Legislature on the number and types of reports that school districts, county offices of education, and charter schools are required to annually submit. Existing law requires the report to include, among other things, the purpose of each report and recommendations for which reports can be consolidated, eliminated, or truncated, as provided. Existing law repeals these provisions on January 1, 2026. This bill would extend the repeal date of the above-described reporting requirements by one year, to instead be January 1, 2027. (2) Existing law requires the State Board of Education to, on or before January 31, 2027, adopt an IDEA Addendum relating to improvements in services for individuals with exceptional needs, as specified. Existing law requires certain school districts, charter schools, and county offices of education identified by the department, as provided, to complete the IDEA Addendum and to undertake certain activities related to the addendum on or before July 1, 2027. This bill would eliminate the above-described IDEA Addendum requirements.
