Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law authorizes community college districts throughout the state to provide instruction at the campuses they operate. This bill would establish the Los Angeles Community College District Small Business and Entrepreneurship Center at East Los Angeles College, and provide the mission and functions of the center, as specified. The bill would appropriate $2,500,000 from the General Fund in the 2023–24 fiscal year to the Los Angeles Community College District for the development and initial operation of the center. The bill would require, on or before January 1, 2028, the Los Angeles Community College District to prepare a summary report that includes an evaluation of the center in accomplishing the stated mission of the center, recommendations for improving programs offered by the center, and an accounting of the appropriated funds. By imposing new duties on a community college district, the bill would impose a state-mandated local program. This bill would make legislative findings and declarations as to the necessity of a special statute for the Los Angeles Community College District. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
