Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Under existing law, the services credential with a specialization in pupil personnel services authorizes the holder to perform, at all grade levels, the pupil personnel service approved by the commission as designated on the credential, including, among others, in child welfare and attendance services, as provided. Existing law establishes the minimum requirements for the services credential with a specialization in pupil personnel services, which include, among others, completion of a commission-approved program of supervised field experience that includes direct classroom contact, jointly sponsored by a school district and a college or university. This bill would instead require, for a services credential with a specialization in pupil personnel services in the area of child welfare and attendance services, the completion of (1) the above-described college- or university-sponsored supervised field experience requirement or (2) a commission-approved program of professional preparation offered by a local educational agency, as provided.
