Law enforcement agency regulations: shooting range targets.

Abstract

Existing law requires law enforcement agencies to maintain specified policies, including policies regulating the use of force and the use of certain defensive weapons. Existing law requires each peace officer to complete all pre-service and in-service training mandated by the Commission on Peace Officer Standards and Training. This bill would require each law enforcement agency and basic course presenter to prohibit the use, as specified, of ethnic shooting targets, as defined. By requiring local agencies to have new policies and potentially requiring agencies to replace and repurchase these items, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
