Existing law establishes the Office of Emergency Services within the office of the Governor, which is responsible for, among other things, the state's emergency and disaster response services for specified disasters and emergencies. This bill would authorize the Office of Emergency Services to enter into partnerships with private sector entities to encourage the private sector to provide meaningful incentives for individuals to make donations of human whole blood or human blood components.
