Water quality: regional municipal separate storm sewer system permits.

Abstract

Under existing law, the State Water Resources Control Board and the 9 California regional water quality control boards regulate water quality and prescribe waste discharge requirements in accordance with the federal national pollutant discharge elimination system (NPDES) permit program established by the federal Clean Water Act and the Porter-Cologne Water Quality Control Act. This bill would require, to the extent permitted by federal law, a regional board that issues a municipal separate storm sewer system permit pursuant to the NPDES permit program to a region rather than to an individual discharger to include specified elements in the permit and to meet and collaborate with the permittees before or during the permit writing process.
