November 8, 2022, statewide general election: ballot measures.

Abstract

Existing law requires that a constitutional amendment, bond measure, or other legislative measure submitted to the people by the Legislature appear on the ballot of the first statewide election occurring at least 131 days after the adoption of the proposal by the Legislature. Existing law specifies the order in which state measures appear on the ballot, as provided, and requires state measures to be numbered in a continuous sequence starting with "1" for a period of 10 years, after which time the sequence recommences. Notwithstanding the provisions described above, this bill would require the submission of Senate Constitutional Amendment 10 of the 2021–22 Regular Session, if adopted by the Legislature, to the voters at the November 8, 2022, statewide general election and would require the measure to be designated as "Proposition 1" and placed as the first measure on the ballot. The bill would require all other constitutional amendments adopted by the Legislature at the 2021–22 Regular Session to immediately follow Proposition 1 in numerical order on the ballot. Existing law requires the Secretary of State to prepare and mail to voters a state voter information guide. This bill would appropriate $150,000 to the Secretary of State for that purpose. This bill would declare that it is to take effect immediately as a bill providing for appropriations related to the Budget Bill.
