The Military Base Reuse Authority Act authorizes a city or county in which a military base is located to establish an authority with specified powers and duties, upon the adoption of appropriate resolutions, to plan for, finance, and manage the transition of, the military base from military to civilian use. The act requires the authority to be governed by a board of directors and authorizes the board to appoint or remove ex officio nonvoting members at its pleasure. This bill would specify that the board is authorized to appoint or remove ex officio nonvoting members at its pleasure, including, but not limited to, representatives from state agencies or campuses of the University of California or the California State University in the territory of the base.
