Regional Task Forces Against Human Trafficking Grant Program.

Abstract

Existing law makes a person who deprives or violates the personal liberty of another with the intent to obtain forced labor or services guilty of the crime of human trafficking and subject to imprisonment and a specified fine. This bill would, upon appropriation of the Legislature, create the Regional Task Forces Against Human Trafficking Grant Program to be administered by the Office of Emergency Services to assist local and tribal governments with creating and funding multiagency, multijurisdictional efforts to eliminate human trafficking, as specified. Under the bill, grants would be awarded on a competitive basis and would only be awarded to counties that have adopted a resolution to create a multiagency, multijurisdictional task force to further the purposes of the grant program. The bill would require a county that receives grant funds pursuant to this program to submit an annual year-end report to the Office of Emergency Services detailing, among other things, a summary of anti-human trafficking activities and programs funded with the awarded grant funds. The bill would additionally require the Controller to review all the year-end reports submitted by participating counties, in consultation with the Office of Emergency Services, to determine if grant funds are being utilized in a manner consistent with the program. The bill would prohibit any county that fails to comply with the report requirements or fails to use funds consistent with the grant program from receiving any funds through this program for one year. The bill would require the Office of Emergency Services to prepare and submit to the Legislature, on or before January 1 of each year, a revenue and expenditure summary for each participating county, including, among other things, the number of human trafficking arrests and the number of human trafficking survivors connected to services for each respective county.
