Automated license plate recognition systems: model policy.

Abstract

Existing law defines an automated license plate recognition (ALPR) system as a searchable computerized database resulting from the operation of one or more mobile or fixed cameras combined with computer algorithms to read and convert images of registration plates and the characters they contain into computer-readable data. Existing law imposes specified requirements on an ALPR operator and an ALPR end-user including, among others, maintaining reasonable security procedures and practices to protect ALPR information and implementing a usage and privacy policy with respect to that information, as specified. This bill would require the Department of Justice to draft and make available on its internet website an ALPR system policy template for local law enforcement agencies. This bill would additionally require the department to develop and issue guidance for local law enforcement agencies to help them identify and evaluate the types of data they are storing in their systems, as specified.
