State Energy Resources Conservation and Development Commission: community-shared solar systems.

Abstract

Existing law authorizes the State Energy Resources Conservation and Development Commission to prescribe, by regulation, energy efficiency standards, including appliance efficiency standards. Under this authority, the commission has established regulations requiring solar-ready buildings and the installation of photovoltaic systems, as specified, and authorizing the commission to approve community-shared solar or battery storage systems as means to comply with those requirements. This bill would provide that it is the intent of the Legislature to enact legislation codifying the regulation authorizing the commission to consider community-shared solar systems as an alternative to onsite solar photovoltaic systems for certain housing projects.
