Infrastructure and Revitalization Financing Districts.

Abstract

Existing law authorizes the creation by a city, county, city and county, or joint powers authority of an infrastructure and revitalization financing district, as defined, and the issuance of debt with 23 voter approval. Existing law provides that it is the intent of the Legislature, by enacting that provision and its related provisions, to establish a long-term permanent program that provides local governments with tools and resources, for specified purposes, in a manner that encourages local cooperation and includes appropriate protections for state and local taxpayers. This bill would make nonsubstantive changes to that provision.
