School districts: novice teachers: placements.

Abstract

Existing law requires the Commission on Teacher Credentialing to establish professional standards, assessments, and examinations for entry and advancement in the education profession and to establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law authorizes persons to provide instruction to pupils pursuant to, among other authorizing documents, emergency permits, district intern credentials, and preliminary credentials. Existing law authorizes the commission to waive the requirements governing the preparation or licensing of educators under certain circumstances. This bill would express the intent of the Legislature to enact legislation that would prohibit a school district from assigning novice teachers to fill more than 10% of the teaching positions at a particular school.
