Teacher credentialing: military spouses: basic skills proficiency.

Abstract

Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law prohibits the commission from issuing a credential, permit, or certificate, or renewing an emergency credential, unless the credentialholder has demonstrated proficiency in basic reading, writing, and mathematics skills in the English language, as provided. Existing law requires the commission to issue a preliminary multiple subject, single subject, or education specialist teaching credential to an out-of-state applicant who satisfies specified requirements. Existing law requires an out-of-state applicant who holds one of those credentials to meet the basic skills proficiency requirement described above within one year of the date the credential is issued or the credential becomes invalid. This bill would require an out-of-state applicant who has relocated to California due to orders received from a branch of the United States Armed Forces that require the applicant's spouse, domestic partner, or partner under any other legal union to relocate to California to meet the basic skills proficiency requirement described above within 2 years of the date the credential is issued or the credential becomes invalid.
