The Horse Racing Law vests the California Horse Racing Board with jurisdiction and supervision over meetings in this state where horse races with wagering on their results are held or conducted, and over all persons or things having to do with the operation of those meetings. That law provides that the board consists of 7 members appointed by the Governor. This bill would require that at least one member of the board be a jockey.
