Vehicles: biennial registration.

Abstract

Existing law generally establishes an annual registration period for vehicles and imposes annual registration fees on vehicles. This bill would require the Director of Motor Vehicles, on or after January 1, 2021, to establish an optional biennial registration period for a vehicle, with subsequent renewals being required at subsequent biennial intervals, as specified, and would permit a vehicle owner to choose that biennial registration period for their vehicle. The bill would prohibit a vehicle owner from choosing biennial registration for a vehicle's initial registration. The bill would permit the vehicle owner to change their chosen registration period between biennial or annual registration only at the completion of their current registration period and upon renewal of the vehicle's registration.
