Regional Homeless Management Planning Act.

Abstract

Existing law establishes the Department of Housing and Community Development in the Business, Consumer Services, and Housing Agency and makes the department responsible for administering various housing programs throughout the state, including the Emergency Housing and Assistance Program, homeless youth emergency service pilot projects, and the Homeless Coordinating and Financing Council, to provide assistance to homeless persons. This bill would enact the Regional Homeless Management Planning Act, which would require the department, on or before December 31, 2020, to develop standards and definitions for a county to use in developing regional homeless action plans, as specified. The bill would require a county to complete and submit to the department a Regional Homeless Action Plan on or before January 1, 2022, and every 2 years thereafter, as specified. By increasing the duties of local officials, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
