City of Laguna Woods: golf cart crossing zones.

Abstract

Existing law authorizes a local authority to establish, by ordinance or resolution, crossing zones for use by golf carts, as defined, at any time other than darkness, on any street, other than a state highway, that has a posted speed limit of 45 miles per hour or less and that is immediately adjacent to a golf course. Existing law specifies that the ordinance or resolution is not effective until the law enforcement agency with primary jurisdiction over the street determines, as specified, that the conditions of the street will permit the establishment of a golf cart crossing zone with reasonable safety. A violation of the Vehicle Code is punishable as an infraction. This bill would authorize the City of Laguna Woods to establish crossing zones for use by golf carts, pursuant to all of the above-described requirements except for the requirement that the crossing zone must be immediately adjacent to a golf course, at 2 specified intersections. This bill would make legislative findings and declarations as to the necessity of a special statute for the City of Laguna Woods.
