Natural disaster resilience projects.

Abstract

Existing law requires the California Alternative Energy and Advanced Transportation Financing Authority to establish a Property Assessed Clean Energy (PACE) Reserve program to assist local jurisdictions in financing certain energy and efficiency projects by providing a state-funded guarantee for a percentage of local jurisdiction issues of PACE bonds. Existing law authorizes a city, county, or city or county to establish, by ordinance, building seismic retrofit standards applicable to the seismic retrofit of any buildings identified, as specified, by the city, city and county, or county as being hazardous to life if an earthquake occurs. This bill would state the intent of the Legislature to enact legislation that would enhance private financing of natural disaster resilience projects using state and local authorities
