School district reorganization: base revenue limit: Wiseburn Unified School District.

Abstract

Existing law requires plans and recommendations for the reorganization of school districts to include a computation of the base revenue limit per unit of average daily attendance that is based, in part, on the blended revenue limit per unit of average daily attendance of the affected school districts. Existing law requires the blended revenue limit to be computed by multiplying the base revenue limit per unit of average daily attendance for each affected district for the fiscal year 2 years before the fiscal year in which the reorganization is to be effective by the number of units of average daily attendance for the affected school district that the county superintendent of schools determines will be included in the proposed school district. For the Wiseburn Unified School District, existing law instead requires the blended revenue limit per unit of average daily attendance for the district to be calculated in a manner that is based, in part, on the revenue limit per unit of average daily attendance for the 2012–13 fiscal year of the Wiseburn School District and the Centinela Valley Union High School District. This bill would repeal the provision requiring a special calculation of the blended revenue limit for the Wiseburn Unified School District. This bill would declare that it is to take effect immediately as an urgency statute.
