Controller: state funds: reporting.

Abstract

Existing law requires the Controller to submit specified fiscal reports, including, among others, an annual report to the Governor relating to the state's revenues and expenditures during the preceding fiscal year, known as the budgetary-legal basis annual report. Except as otherwise provided by law, all money belonging to the state received from any source by any state agency is accounted for to the Controller, and on the order of the Controller, paid into the Treasury and credited to the General Fund, as prescribed. This bill would require the Controller to include the name of the account, the source of authorization for establishing the account, and the account balance on bank accounts and savings and loan association accounts outside the treasury system in the budgetary-legal basis annual report. This bill would specifically require a state agency that receives revenues for state costs under a cost recovery statute to deposit those revenues into the State Treasury.
