Pupils: campus clubs and booster organizations: warning posters.

Abstract

(1) Existing law states the intent of the Legislature that all California public schools, in cooperation with local law enforcement agencies, community leaders, parents, pupils, teachers, administrators, and other persons who may be interested in the prevention of campus crime and violence, develop a comprehensive school safety plan that addresses the safety concerns identified through a systematic planning process and requires a school to adopt a comprehensive school safety plan. Existing law authorizes the governing board of a school district to authorize any organization composed entirely of pupils attending the schools of the district to maintain activities that are approved by the governing board. This bill would require schools to encourage all campus clubs and booster organizations to create and display posters warning pupils of the range of consequences for engaging in behavior that can result in detention by law enforcement. This requirement on schools would impose a state-mandated local program. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
