State parks: "Save the Ocean" mosaic.

Abstract

Existing law provides that the right to all property within the state is in the people. Existing law provides for the regulation of designated state parks by the Department of Parks and Recreation. This bill would authorize the governing body of the City of Encinitas to authorize the placement of a "Save the Ocean" mosaic in a state park located in Encinitas, California, subject to private funding, as specified. The bill would not require the mosaic to receive approval by the Department of Parks and Recreation.
