Abstract

Existing law authorizes the California Victim Compensation and Government Claims Board to adopt regulations governing any matter over which it has jurisdiction. Existing law entitles a Member of the Legislature to reimbursement of living expenses when in Sacramento to attend a session of the Legislature or when attending to other specified legislative duties, at a rate established by the board, but not less than the rate provided to federal employees traveling to Sacramento. This bill would provide that there shall be no reimbursement for the living expenses of a late or absent Member of the Legislature. The California Constitution requires a 23 vote for a measure that prescribes reimbursement of living expenses in connection with the official duties of a Member of the Legislature. This bill would therefore require a 23 vote.
