Unemployment insurance: Employment Training Fund.

Abstract

Existing law establishes the Employment Training Fund as a special fund in the State Treasury, and requires that specified contributions collected from employers, as defined, on wages be deposited in, or transferred to, the fund for use for certain purposes related to employment training and development. Existing federal law provides for allocation of federal funds through the federal Temporary Assistance for Needy Families (TANF) block grant program to eligible states, with California's version of this program being known as the California Work Opportunity and Responsibility to Kids (CalWORKs) program. Existing law authorizes the Legislature to appropriate from the Employment Training Fund an amount specified in the annual Budget Act to fund the local assistance portion of welfare-to-work activities under the CalWORKs program, as provided for pursuant to a specified provision of existing law. This bill would repeal those provisions authorizing the Legislature to appropriate that amount in the annual Budget Act from the fund to fund the local assistance portion of welfare-to-work activities under the CalWORKs program, and would instead provide that moneys in the Employment Training Fund shall not be appropriated for any other purpose other than those specified.
