Abstract

(1) Under existing law, the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, an initiative bond act approved by the voters at the November 7, 2006, statewide general election, authorizes the issuance of bonds in the amount of $5,388,000,000, of which $1,000,000,000 is made available to the department for grants for projects that assist local public agencies to meet the long-term water needs of the state, to be allocated to the state's hydrologic regions in accordance with a prescribed schedule. This bill would require the department, in providing grants to those hydrologic regions, to give additional consideration to proposals for the preparation of salt and nutrient management plans consistent with the recycled water policy of the State Water Resources Control Board. (2) Existing law, the Water Recycling Act of 1991, establishes a statewide goal to recycle a total of 700,000 acre-feet of water per year by the year 2000 and 1,000,000 acre-feet of water per year by the year 2010. Existing law requires the Department of Water Resources to prepare and update, every 5 years, the California Water Plan, which is the plan for the orderly and coordinated control, protection, conservation, development, and use of the water resources of the state. Existing law requires each urban water supplier to prepare, and update every 5 years, an urban water management plan with specified components, including information, to the extent available, on recycled water and its potential for use as a water source in the service area of the urban water supplier. This bill would refer to the statewide recycling goal as a target, and would additionally set a target to recycle a total of 1,525,000 acre-feet of water per year by 2020, and 2,525,000 acre-feet of water per year by 2030 for the purpose of maximizing the use of recycled water in the state. The bill would require the department to assess progress toward meeting that target every 5 years, based on information provided in urban water management plans. The bill also would make related findings and declarations.
