High school spirit activities.

Abstract

Existing law requires each high school sports coach to complete a coaching education program developed by his or her school district or the California Interscholastic Federation that meets specified guidelines. This bill, effective July 1, 2011, would require a high school spirit activities coach, as defined, to complete specified safety certification. This bill would require a pupil participating in high school spirit activities to obtain consent from his or her parents to participate in high school spirit activities, and to comply with specified requirements. The bill would require high school spirit activities to be conducted under the supervision of a high school spirit activities coach in accordance with certain conditions. The bill would prohibit a school from authorizing a person to coach a high school spirit activity until he or she has completed the safety certification, and would impose other requirements on schools relating to high school spirit activities. By imposing additional duties on local educational entities, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
