Relating to absentee voting; to amend Sections 17-9-30, 17-11-2, 17-11-4, 17-11-5, 17-11-11, and Section 17-11-18, Code of Alabama 1975; to require photo identification to be submitted with the absentee ballot rather than the absentee ballot application; to prohibit the absentee election manager and circuit clerk from extending hours of operation outside of its normal business hours during an election year; to require the absentee election manager to submit a report to the Secretary of State and Attorney General relating to certain absentee ballot requests; to require the absentee election manager to record certain activities relating to each absentee ballot and to post a copy of the list of voters who have requested an absentee ballot each day on the regular bulletin board or other public place in the county courthouse; to require that each absentee ballot have an identifying tracking number; to increase the number of poll watchers; to observe counting of absentee ballots in certain circumstances; and to provide that any absentee ballot received by mail a certain number of calendar days after the election shall be deemed a provisional ballot.

Relating to crimes and offenses; to amend Sections 6-5-160, 6-5-160.1, and 13A-12-200.1, Code of Alabama 1975, to provide that the use of any premises to distribute material that is harmful to minors is a public nuisance; to further provide for the definition of "sexual conduct;" to make nonsubstantive, technical revisions to update the existing code language to current style; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Proposing an amendment to Section 46 of the Constitution of Alabama of 2022, commencing on November 1, 2026, to limit a legislator to a maximum of five full terms of office, plus up to two years of service filling a vacancy, for a total of 22 years in the Legislature; and to provide that service in the Senate and service in the House of Representatives before November 2022 would not disqualify, in whole or in part, an individual from service in the respective body following that date.

Relating to athletic trainers; to create the Athletic Trainer Secondary School Incentive Program; to provide grants to local boards of education that meet certain requirements related to the use of athletic trainers in rural and Title I secondary schools; to authorize the Alabama Board of Athletic Trainers to adopt rules to administer the incentive program and the grant application process; to require grants issued from the incentive program to be provided as stipends to qualifying athletic trainers; and to limit each secondary school and athletic trainer to one grant per school year.
